Confidentiality

Many organizations need to disseminate statistical information based on private data gathered from individuals or businesses. Preventing disclosure of the private details in that data, or protecting privacy, while still providing appropriate access to the data and a means of analyzing it, is becoming increasingly important in both business and government.

SuperSTAR provides opportunities for organizations to simplify and expand dissemination activities by adopting appropriate methodologies and tools to automate the application of confidentiality techniques.

Secure Access

Only individuals who are verified as a user can view data to which they have been granted specific rights. Groups of users can be created that have similar permissions but are granted specific detailed data access. The groups can be associated to different data access profiles, which ensures a single, consistent repository of data serves all user groups in a secure and suitably controlled manner.

Business Rules

Business rules are associated with a particular dataset to restrict the types of queries that users submit. For example, for queries that contain very detailed levels of geography, SuperSTAR can render certain fields unusable. Examples of business rules include ‘Number of dimensions’, ‘Detail of classifications’, and ‘Mean cell size’.

Confidentiality Rules

The SuperSTAR suite has a variety of inbuilt methods and routines for maintaining confidentiality, including the following:

  • Cell Suppression — 3/80 Threshold Rules, Tau-Argus
  • Cell Disturbance — Perturbation, Random Rounding
  • Query Auditing.

In addition to these options, SuperSTAR has a Data Control API that allows users to develop and use their own algorithms.
